Currently, connecting to another player online, requires you to follow certain steps. These are the alternatives available
Connecting to a VPN
Some users connect to a VPN and then use the IPs that are provided by the VPN when connecting to the game. A popular option is to connect through Hamachi. You can check out the Hamachi documentation here: https://documentation.logmein.com/documentation/EN/pdf/Hamachi/LogMeIn_Hamachi_UserGuide.pdf
Allowing Port Forwarding
A second option is to allow Port Forwarding in the host router of one of the players. This process requires access to the Local Router, which differs from brand to brand.
This guide will give you the basics of Port Forwarding. For more detailed information, check the documentation of your router.
In order to do port forwarding, you need to have access to your router's configuration. If you are in a shared network, where someone else has control over it, it won't be possible to follow this guide.
Accessing the Router
Depending on the brand that you have, it might change slightly on how you access it, but these are are the basic steps to do so.
On Windows, you can search cmd, and once running it, type ipconfig. It will show you the default gateway, which is the 'address' or IP number where you can access your router. Copy and paste that number, search it in any internet browser such as Firefox or Chrome.
Take note of the IP Address that is listed in the results of ipconfig as it will be needed in later steps.
To access the configuration, you will need the username and password. Depending on your Internet Service provider, this will change, however, you can always try accessing with the default password which is on the sticker of the router.

Changing the Configuration of the Ports
Under Application or Service Name, put Commander Wars ; Commander Wars uses port 9000 by default set it for both Internal Port and External Port, this can be done in the configuration under 'Port Forwarding', sometimes also available under 'Virtual Server'; the exact location depends on your Router Brand.
In the option for Protocol, you can put Both or TCP/UDP, and on the Device IP, choose your own IP, which you got from the ipconfig command, previously.
